As NCA's technical lead in this area, the Senior Advisor will provide strategic and operational advice, develop and strengthen organisational policies and procedures, and support country offices and partners in managing corruption risks and ensuring accountability.

Reporting to the Head of Legal and Compliance, the Senior Advisor will also be responsible for overseeing financial misconduct cases, including acting as Investigation Manager, coordinating external investigators where required, and ensuring appropriate follow-up and reporting. The role involves close collaboration with country offices, partners, senior management, donors and other stakeholders, and contributes to organisational risk management, capacity strengthening and learning from investigations and compliance work.

Key Responsibilities

Anti-Corruption Framework and Risk Management
  • Maintain and strengthen NCA's anti-corruption policies, procedures, standards and tools, taking account of emerging risks, donor requirements and sector developments.
  • Advise senior management on corruption risks and mitigation measures, and promote the integration of anti-corruption requirements into organisational systems and programmes.
  • Conduct and support corruption risk assessments, analyse trends and control weaknesses, and use lessons learned to improve organisational practices.
Financial Misconduct Case Management
  • Act as Investigation Manager for financial misconduct cases and oversee case management from intake to closure.
  • Manage external investigators where required, and review investigation reports to ensure quality, sound analysis and appropriate documentation.
  • Lead donor communications and reporting on financial misconduct cases, and present case updates, trends and lessons learned to senior management and governance bodies.
Support and Capacity Strengthening
  • Provide technical guidance to country offices and partners on fraud prevention, internal controls, accountability systems and compliance with donor requirements.
  • Support country offices and partners in identifying and mitigating risks and strengthening their accountability frameworks.
  • Develop and deliver training and guidance for staff, managers and partners, and promote learning from investigations, audits and compliance reviews.

Qualifications and Experience

Education

A relevant university degree on master level in law, accounting, finance, auditing, compliance, governance, business administration, criminology or a related field.

Experience
  • At least five years of relevant professional experience in anti-corruption, fraud investigations, forensic audit, compliance, internal audit, risk management, financial crime or a related field.
  • Experience managing complex fraud, corruption or other financial misconduct cases, including as an Investigation Manager and/or overseeing external investigation providers.
  • Strong understanding of corruption risks, fraud schemes, internal controls and organisational accountability frameworks.
  • Experience with donor-funded programmes and donor reporting requirements.
  • Experience supporting country offices, local partners or decentralised operations in complex operating environments.
  • Experience engaging with donors, regulators, auditors or other external stakeholders on compliance-related matters.

  • Excellent report-writing, communication and presentation skills.
  • Sound judgement and the ability to handle sensitive matters with discretion and professionalism.
  • Ability to build relationships and influence stakeholders across diverse cultural contexts.
